Progress might mean the same pace at lower perceived effort, the same effort at a slightly faster pace, less heart-rate drift, or a steadier final repetition. Heart-rate drift is the gradual rise in heart rate during a steady effort; heat, dehydration, hills, and sensor error can influence it, so interpret it alongside breathing and pace.
Do not force the comparison when conditions differ. A hot, windy 45-minute run can be excellent training even when it is slower. Record the context instead of treating pace as a grade.
